ATG released its quarterly review of Sweden’s gaming market, showing an increase in player channelization to legal operators, though offshore gaming remains a major issue.
ATG recorded a channelization rate of 74-85% in Sweden, an improvement from 70-82% in Q3 2024. This aligns with the Spelinspektionen’s estimates but remains below the 90% target. The sports betting operator attributes this to more players opting for licensed companies and ongoing efforts to curb illegal gaming.
ATG believes that making offshore operators less accessible can lead to reduced player engagement with them, despite enticing offers like better bonuses, thereby improving channelization toward legal operators.
ATG has advocated for stricter regulations and enforcement in Sweden, promoting player protections and clearer rules for violators.
ATG’s report highlights that 16 of the top 20 unlicensed operators in Sweden use the same platforms as legal ones, and 8 of the top 20 offshore sites accept BankID deposits without a license. Some banned sites continue to operate, questioning the sufficiency of enforcement.
The first step to addressing the black market and encouraging legal gaming is understanding illegal operators, ATG concluded.
The report was released shortly after the Spelinspektionen noted a modest 0.5% growth in Sweden’s gambling market in Q3 2025, with total gaming revenue hitting SEK6.71 billion ($709 million).
