Vietnam is considering changes to its land-based gambling sector, aiming to make legal gambling more accessible to locals while maintaining player safety. The government is exploring the implementation of an entry fee instead of requiring proof of financial capability, which the Ministry of Finance views as a more feasible approach.
This concept seems inspired by Singapore, where entry fees encourage visits to the casino floor and simplify entry by eliminating restrictive rules that have been limiting attendance and revenue. However, under the proposed system, residents would still need to pay approximately $100 for each 24-hour period at the gaming facilities. Additionally, local players must be at least 21 years old and not listed on any exclusion register.
The proposal remains in draft form and may not become law. If piloted, casinos opting to participate would need to ensure compliance with regulatory standards, including the installation of a 24/7 surveillance system to monitor all entry and exit points.
