The UK Gambling Commission has reinstated VGC Leeds Limited’s operating license after affirming that the operator had undertaken the necessary steps to rectify serious concerns related to anti-money laundering and counter-terrorist financing. This allows Victoria Gate Casino to resume operations a month after its closure due to “significant failings,” according to the Commission.
The initial suspension was due to a compliance assessment revealing that the venue did not maintain or implement effective anti-money laundering policies, procedures, and controls required by their license. The Commission also pointed out deficiencies in the company’s decision-making and response to AML and terrorist financing risks, labeling these issues as “serious” and a threat to crime prevention.
The Commission confirmed that the recent measures taken by the operator justified lifting the suspension. A spokesperson noted, “On November 25, 2025, VGC Leeds Limited’s license suspension was lifted following significant action taken by the operator.” These actions include leadership changes, new AML and compliance supervision, the adoption of updated anti-money laundering and safer gambling procedures, enhanced staff training on AML and social responsibility, and a pledge to undergo an independent audit within six weeks.
The casino reopened on Tuesday, November 25, following the regulator’s decision. Although operations have resumed, the Commission emphasized that it will continue reviewing the operator to ensure “full and sustained compliance” with licensing requirements.
Victoria Gate Casino is located within the Victoria Leeds Shopping Centre and remained closed during the suspension. The venue, which opened in 2017, features a 50,000-square-foot gaming floor and is the largest casino in Leeds city centre and one of the largest in Yorkshire, offering slot machines, table games, electronic roulette, bars, lounges, and areas for live entertainment and sports viewing.
In lifting the suspension, the Gambling Commission recognized the measures taken at both the leadership and operational compliance levels, which included the introduction of new AML frameworks, updated safer gambling protocols, and significant staff retraining. The operator’s commitment to an independent audit within six weeks was also part of the assurance package allowing the reopening.
The Commission highlighted that this case is part of broader enforcement actions across the UK gambling sector. VGC Leeds previously paid a £450,000 regulatory settlement in 2021 after the Commission found AML and social responsibility breaches. Recently, the Commission has acted against several operators, issuing suspensions and fines to Deadheat Racing, Videoslots, NetBet, and Spribe OÜ for various AML and compliance issues.
Currently, Victoria Gate Casino is legally operational in Leeds but remains under close observation. The Commission stated that monitoring will continue and that the reinstatement does not conclude regulatory oversight as the review advances.
