Mississippi’s House and Senate recently approved House Bill 520/Senate Bill 2369, mandating the collection of unpaid child support from gambling winnings.
What Is This New Bill?
These bills, House Bill 520 and Senate Bill 2369, are nearly identical, requiring casinos to verify large winnings against a state database managed by the Department of Human Services. If a winner has unpaid child support, the casino will deduct the amount owed before payout.
The legislation applies to substantial jackpots, particularly slot winnings over $2,000. The Senate’s version also includes large sports betting wins but excludes table games like craps and card games.
If passed, the law would be effective July 1, 2026. The Gaming Commission and the Department of Human Services have until January 1, 2027, to develop necessary policies and procedures. Casinos may charge a transaction fee of up to $35. Individuals can dispute the withholding within 30 days if they believe there’s an error in identity or the amount owed.
Supporters highlight that the legislation allows the Department of Human Services to recover about 66% of the costs related to the system’s implementation.
State Sen. Walter Michel supports using the database to ensure overdue child support funds children’s needs.
Chuck Adams opposes the bill, arguing it adds another way for the government to take from people’s earnings and winnings, besides what is already collected via paychecks and tax refunds.
Concerns about data security and oversight of personal information shared between casinos and state agencies were raised. State Rep. John Hines questioned who would control sensitive data like social security numbers or financial records.
Rep. Jay McKnight, the bill’s author, assured lawmakers that casinos wouldn’t access personal information.
