Kevin Mullally, the first Chief Executive Officer of the General Commercial Gaming Regulatory Authority (GCGRA), has stepped down. GCGRA confirmed his departure in a statement, appointing Chairman Jim Murren as interim CEO immediately.
Mullally, appointed in 2023, was crucial during GCGRA’s establishment, shaping the UAE’s regulatory framework, launching its first licensed lottery, and aligning the authority with international standards.
Murren acknowledged Mullally’s contributions, stating, “Kevin played a significant role in the Authority’s early development, establishing its core governance and regulatory structure. We thank him for his contributions and wish him success in his future endeavors. The GCGRA remains focused on growth, regulatory excellence, responsible gaming, and maintaining confidence in the UAE’s approach.”
According to a press release from the regulator, operations, licensing, and stakeholder engagement will proceed seamlessly under the executive leadership team.
Mullally Reflects on His Tenure and GCGRA’s Accomplishments
In a farewell LinkedIn post, Mullally called his tenure at GCGRA “one of the greatest professional honors of [his] career.” He praised his team’s dedication, emphasizing their contribution to the authority’s achievements.
Under his leadership, the GCGRA launched the UAE Lottery and established “an efficient, modern regulatory framework” for responsible gaming. Mullally cited family reasons for his departure, expressing his intent to return to Kansas City with his wife, Jerri, their children, and grandchildren.
Expanding UAE’s Gaming Sector Under New Leadership
Mullally’s exit coincides with momentum in the UAE’s gaming sector. At GCGRA’s formation, Wynn Al-Marjan Island, a $5 billion resort in Ras Al-Khaimah, was underway. Under Mullally, Wynn Resorts secured the UAE’s first commercial gaming license, with the resort set to open in March 2027.
The regulatory framework allows one licensed casino per emirate, fostering potential large-scale developments in Abu Dhabi and Dubai. MGM Resorts, active in Dubai, has shown interest in a gaming license.
The UAE Lottery, operated by Momentum LLC, commenced its first draw earlier this year, awarding a Dh100 million jackpot, marking a significant step for the gaming market. Meanwhile, current regulations permit one operator per emirate, opening possibilities for future licensees, though no online operator has been approved yet.
Several technology suppliers, including Sportradar, Xpoint, and Hub88, have received certification to operate in the UAE’s market.
Jim Murren to Guide the Next Stage of GCGRA’s Development
Jim Murren, now interim CEO, leads GCGRA into its next phase. Murren, also chairing Resorts World Las Vegas and acting as interim CEO of Ritz Carlton Yachts, has worked with Mullally since the regulator’s inception.
The authority confirmed that licensing, compliance oversight, and stakeholder coordination will continue uninterrupted under new leadership. Mullally expressed confidence in the organization’s future, saying, “I am confident in the strength of the GCGRA, grateful for the dedication of its people, and proud of what we have accomplished together.”
The GCGRA, established under federal decree and based in Abu Dhabi, maintains exclusive jurisdiction over all commercial gaming activity across the Emirates and strives to foster a transparent, responsible, and globally competitive gaming sector in the UAE.
