“Jackpot: America’s Biggest Lotto Scam” is a new documentary film about Eddie Tipton, who orchestrated the largest lottery fraud in US history, targeting Hot Lotto and other lotteries in the late 2010s.
The film tells the tale of Eddie Tipton, the biggest lotto fraudster. The Hot Lotto fraud scandal was a lottery-rigging scheme in the United States that gained public attention in 2017. It was discovered after Eddie Raymond Tipton, former information security director at the Multi-State Lottery Association (MUSL), admitted to manipulating a random number generator. He used this manipulation to commit multiple fraudulent activities against state lotteries in Iowa, Colorado, Wisconsin, Kansas, and Oklahoma.
Without his colleagues’ knowledge, he inserted malicious code that erased itself after execution, enabling him to predict winning numbers on selected dates. This altered code significantly improved his odds, reducing jackpot odds from one in five million to one in two hundred. The first verified instance happened in Colorado on November 23, 2005, with a $4.8 million jackpot. Three people claimed the prize, one with ties to Tipton’s brother, Tommy Tipton, a Texas magistrate judge.
Despite Eddie Tipton’s advantage in lottery draws from 2005 to 2010, it was not sustainable. A $14.3 million Hot Lotto jackpot from December 29, 2010, went unclaimed for almost a year. When someone tried to claim it via an anonymous offshore trust in Belize, the Iowa Lottery rejected the claim due to its anonymity.
Further investigation into the trust and surveillance footage from a convenience store where the winning ticket was bought led to Eddie Tipton’s arrest. He was charged with two fraud counts: unlawfully participating in a lottery as a MUSL employee and attempting to claim the prize deceitfully.
Tipton was arrested, and his trial began on April 13, 2015. On July 20, 2015, he was convicted on two fraud counts. On September 9, he was sentenced to ten years in prison but remained free on bond during the appeal. His lawyer argued the conviction was based on “speculative” evidence.
Despite already serving a sentence, he was convicted again in 2017. Texas businessman Robert Rhodes, linked to Tipton’s fraud, pleaded guilty in Iowa to aiding Tipton in the 2010 Hot Lotto scheme. Under a plea deal, Rhodes agreed to testify against Eddie and Tommy Tipton.
This added more time to Eddie Tipton’s sentence, ultimately resulting in a 25-year prison term. However, Tipton was paroled in July 2022 and has since been residing in Texas. He has not cooperated with or commented on the documentary film, which is available for free on YouTube.
