The Isle of Man Gambling Supervision Commission (GSC) has imposed a penalty on Celton Manx Limited for AML shortcomings. The operator faces a substantial fine due to the grave nature of these violations.
The GSC Uncovered Systemic Violations
The GSC, tasked with safeguarding the Isle of Man gaming industry from fraud and crime, announced that it conducted a regulatory anti-money laundering inspection of Celton Manx. This investigation revealed significant breaches of the Gambling (Anti-Money Laundering and Countering the Financing of Terrorism) Code 2019, necessitating action.
Subsequent to the inspection, the GSC investigated the degree of Celton Manx’s infractions. Given the gravity of some violations, a fine of £5,625,000 ($7.7 million) was imposed on Celton Manx. However, due to acknowledged mitigating factors, a 30% reduction was applied.
Consequently, Celton Manx is required to pay a civil penalty of £3,937,500 ($5.4 million).
The Operator’s AML Measures Were Insufficient
The GSC clarified that its initial AML inspection commenced in October 2024 and identified systemic issues. Celton Manx failed to demonstrate that its Network Partners adhered to the Isle of Man code and exhibited inadequate monitoring efforts. Moreover, the absence of proven AML assessments to combat money laundering and terrorism financing was noted.
Despite these shortcomings, Celton Manx promptly acknowledged the issues. The GSC reported the operator’s cooperation and its pursuit of a swift resolution, which contributed to the penalty reduction.
Celton Manx relinquished its GSC license in May 2025 after operating under the commission for 17 years.
GSC Remains Committed to Preventing Crime
A month prior, the Isle of Man GSC provided training to its staff on identifying and preventing modern slavery in light of ongoing human trafficking concerns. The session featured individuals with lived experiences, educating GSC members on recognizing signs of slavery and appropriate intervention.
This initiative followed the release of the Isle’s National Risk Appetite Statement, reinforcing the island’s dedication to combating online gambling-related crime.
