The gaming regulator in the United Arab Emirates, the General Commercial Gaming Regulatory Authority (GCGRA), has announced a significant leadership change following the exit of its CEO.
GCGRA Parts Ways with Its CEO
Officially, the GCGRA stated that CEO Kevin Mullally will be leaving his role immediately. Mullally was instrumental in setting up the regulatory body and led a new era of legal gaming in the UAE. His efforts in establishing the UAE’s regulatory framework and integrity standards were highly commended.
Kevin Mullally has extensive experience in gaming regulation. Before his time with the GCGRA, he spent approximately 17 years at Gaming Laboratories International and over 12 years at the Missouri Gaming Commission.
With his departure, the GCGRA board has appointed chair Jim Murren as interim CEO effective immediately.
The GCGRA assured that the leadership change will not affect its operations, licensing programs, or stakeholder interactions.
Mullally Wants to Spend More Time with His Family
Mullally commented on his exit, expressing the difficulty of the decision. He described his role as CEO of the GCGRA as one of the greatest professional honors and expressed gratitude to those who supported him.
Mullally stated he is satisfied with the UAE’s regulatory framework, developed through his team’s efforts. However, a recent US trip prompted him to reconsider his priorities, leading to the decision to focus on his family.
He will return to Kansas City to be with his wife, children, and grandchildren.
While this decision has not been easy, it is the right one for us and our family. I am confident in the strength of the GCGRA, grateful for the dedication of its people, and proud of what we have accomplished together.

Mullally’s exit follows shortly after the recruitment of experienced gaming lawyer Jennifer Carleton as the new chief of licensing and investigations.
