The Missouri Gaming Commission has selected DraftKings Inc. and Circa Hospitality Group I, LLC as the two operators to receive direct mobile sports betting licenses ahead of the state’s universal launch date of December 1, 2025.
The decision ends months of competition for the state’s only two untethered licenses, which allow operators to offer online sports betting in Missouri independently – without the need for a casino or professional sports team partnership.
DraftKings Secures Key Advantage
DraftKings confirmed it has been officially granted a direct license, setting up its sportsbook to operate across Missouri without sharing revenue with local partners. As mentioned in the DraftKings press release:
“We’re pleased to secure one of two direct mobile licenses in Missouri — paving the way for us to bring DraftKings’ industry-leading online sportsbook to fans across the state,” said Matt Kalish, President, DraftKings North America. “Missouri is home to several professional teams and deeply passionate fanbases, and we look forward to enhancing their sports experience with a dynamic and responsible mobile platform.”
Missouri will mark the 29th U.S. state where DraftKings operates regulated sports betting, in addition to Washington D.C. and Ontario.
Circa Sports Positioned as the Second Untethered Operator
Las Vegas-based Circa Sports also advanced through the Commission’s review process, putting it in line for the second untethered license. The operator, known for its sharp odds and high betting limits, is expected to launch alongside DraftKings on December 1, pending final regulatory approvals.
FanDuel Eyes Tethered Path
FanDuel was not awarded an untethered license despite being a leading candidate. The Commission commended its application, but with only two direct licenses available, FanDuel is now expected to pursue Missouri access through a tethered license with a casino or professional sports team partner.
Missouri License Models and Selection Criteria
Missouri offers two types of sportsbook licenses – untethered and tethered – with significant differences in operator economics:
- Untethered Licenses (DraftKings, Circa): Allow operators to keep 100% of revenue, subject only to Missouri’s 10% tax on adjusted gross revenue.
- Tethered Licenses: Require revenue-sharing with a casino or professional sports team partner, in addition to the state tax.
While the untethered model carries higher upfront costs, it positions operators for greater long-term returns.
The Missouri Gaming Commission evaluated untethered license applicants on the following criteria, outlined by Chair Jan Zimmerman:
- Expertise in online sports betting
- Platform integrity, safety, and sustainability
- Past operating experience
- Advertising and promotional plans
- Ability to generate and sustain state revenue
- Commitment to responsible gaming
- Capacity to increase the number of bettors on the platform
Deadline for Tethered Applicants and Market Outlook
Operators pursuing tethered mobile or retail sportsbook licenses must submit completed applications by September 12, 2025, in order to participate in Missouri’s statewide launch on December 1.
