US Rep. Dina Titus has doubled-down on her pledge to fight proposed federal tax law changes opposed by gamblers by attaching her FAIR Bet Act as an amendment to the 2026 National Defense Authorization Act (NDAA).
According to reports, if the House Rules Committee approves the amendment next month, Titus’ bill is likely to make it onto the defense bill and get “signed into law.”
Titus (D-Nevada) took to X earlier this week to urge Republicans to back her amendment before the Committee in September:
Adding bills to large pieces of legislation like the 2025 NDAA is common practice for politicians attempting to get their own laws passed.

The appeal of Titus’ amendment however, is that her attached bill comes packing a lot of heavyweight political support. The Nevada Congresswoman’s Fair Bet Bill has a mix of co-sponsors from the Dems and the GOP, with the latter including Troy Nehls (R-TX), Rep. Guy Reschenthaler (R-PA), and Rep. Jefferson Van Drew (R-NJ).
Supporting Titus’ bill across the aisle is Rep. Ro Khanna (D-CA), Rep. Rep. Steven Horsford (D-NV), Rep. Mark Amodei (R-NV), Rep. Susie Lee (D-NV), Rep. Gil Cisneros (D-CA), Rep. Chris Deluzio (D-PA), and Rep. Darren Soto (D-FL).
Rep Titus’ bill, if passed, would restore the provision that allows professional gamblers to deduct 100% of their losses from their taxes.
